USCIS FDNS Staff and Leadership Development Guides

C² prepared development guides for staff and leadership positions within the Fraud Detection and National Security (FDNS) Directorate. The project team analyzed each of the targeted positions to identify the worker capabilities and responsibilities required for effective performance. The resulting competencies and mission-related activities were then aligned with internal and external training and development opportunities for each staff and leadership position. The information was subsequently formatted into user-friendly guides to aid employees and leaders in planning their individual development.

USCIS FDNS Development Guide Website

C² developed an interactive website that allows FDNS employees and leaders to create custom Individual Development Plans (IDPs). Users are able to conduct self-assessments of their development needs against the competencies and mission-related activities required for performance in their particular positions. Results of the self-assessment provide users with training and development opportunities tailored to their needs from which they can select the items to include in their IDPs. Additionally, users create password-protected accounts wherein they can manage past assessment results, create annual IDPs, and document the completion of training and other development activities.

USCIS RAIO Training Validation Studies

C² supported the Refugee, Asylum, and International Operations (RAIO) Directorate in the development and validation of new officer coursework and examinations. The project team conducted a rigorous job analysis of officer positions across three RAIO divisions to identify the cross-division and division-specific tasks, knowledge, and skills required for successful performance. The job analytic results were applied to evaluate the coverage of existing new officer training content and to identify training development needs. These results will also be used to support the development new officer training examinations.

CHCO Cornerstone Curriculum Review

C² is supporting the Chief Human Capital Officer (CHCO) staff in the development of a sound, repeatable curriculum review process for the Department of Homeland Security. The process will facilitate a fair and unbiased evaluation of Component course materials against DHS requirements. Once the process is established, the team will apply it to review course materials from 10 DHS Components against requirements for the Fundamentals of DHS Leadership Suite. The results will summarize the extent to which the curriculum from each Component is meeting the requirements and will provide recommendations on how to improve the quality and coverage of the curriculum efficiently. Additionally, we will create a webinar to train DHS staff on applying the process to future Component-based reviews.
