Mr. Curtis Cox co-founded C2 Technologies in 1989. He is a recognized leader and pioneer in the learning and information technologies industries, He is responsible for fueling and managing C2’s explosive growth, building a strong company through long-term investments in infrastructure. Mr. Cox directs the company’s overall business strategy and spends his time in business development, client relations, strategic partnerships, and spearheading funding initiatives Prior to launching C2, Mr. Cox worked for 13 years as a Vice President at General Dynamics, where he led the learning technologies and aviation business in the Washington, DC area and in Oklahoma City. Mr. Cox’s clients include the Department of Transportation (FAA), Department of Defense, and Federal Government. Being an aviator by training, Mr. Cox has rapidly grown C2’s business in the aerospace industry, serving the FAA and USAF since 1986.

He is currently pioneering cutting-edge training solutions for the unmanned systems environment. Mr. Cox actively mentors small businesses and is responsible for rapidly turning them into high-growth firms. He is the co-founder of an incubator and accelerator. He has successfully mentored more than 10 start-ups in the GovCon space and taken them from zero to 20 million dollars in revenue in less than 24 months.

Mr. Cox has distinguished himself as a business leader and has been recognized by Ernst & Young and The Washington Post for his entrepreneurial skills. He has been featured in news articles and on several television networks, including ABC and NBC. He serves on a number of corporate advisory boards, including the Boards of Advisors of George Mason University’s Center of Infrastructure Protection, McKinley Group, Infusion Technologies, Chitra Productions, and Solution Guidance Corporation.

Shelley Mitchell is senior vice president and general manager of C2. A respected leader in the education, training, aviation, defense and civilian sectors, Mitchell oversees C2TI’s customer focus, business operations, and strategic growth. Programs under her leadership include Air University Leading Inclusively Virtual Experience (LIVE), Air University Educational Professional and Support Services (EPASS), Training Systems Acquisition III (TSA III), C-17 Aircrew Training System (ATS), GSA Human Capital and Training Solutions (HCaTS) and other related programs.

Before joining C2 in 2022, Mitchell worked as vice president of services at CAE USA – a $1.2B company. There, she led a team of 1,200+ educators, aircrew, instructional system designers, immersive learning specialists, instructors, engineers, technicians, cybersecurity experts, and other support staff across multiple defense programs spanning the land, air, and sea domains. Mitchell’s knowledge of the defense market spans 30 years, including her service in the U.S. Navy.

Mitchell’s work at CAE USA included site activation and staffing of the initial cadre for the first C-130J training site at Keesler AFB, and, two years later, the LRAFB C-130J Formal Training Unit. C-130J Maintenance and Aircrew Training System (JMATS) program leverages high fidelity simulators, virtual reality, and immersive learning environments to successfully deliver pilot and loadmaster training. Additionally, her leadership on the KC-135 Aircrew Training System (ATS) program ensured the successful execution of 31 curricula and device modification programs across 13 sites and over 30 training devices, valued more than $200 million in revenue.

Mitchell was the lead integrator of CAE USA’s acquisition of Alpha-Omega Change Engineering (AOCE) in 2018. The largest acquisition for CAE USA at the time, the acquisition launched this FOCI-mitigated company into critical new growth areas and opened a $6 billion market for the company to pursue through the proxy company Mission Solutions, Inc.

Shelley has an educational background in electrical engineering, electronic warfare and cryptology from the U.S. Navy, a Bachelor’s in Criminal Justice, Master’s in Educational Technology, and executive education in Collective Bargaining Studies from Cornell University, NY and Program on Negotiations from Harvard Law School, MA.

Ms. Nicholls is Vice President of Federal Solutions for C2 Technologies, Inc., where she oversees the customer relations and business development functions of C2. Ms. Nicholls has over 27 years of experience in the development and delivery of training products and services (including front-end analysis, multimedia, web-based e-learning, mobile applications, and traditional classroom training), as well as customized human capital management solutions (including competency model development, assessment development, and evaluation studies) for both Federal and commercial customers. Ms. Nicholls has served as the Program Manager for the Office of Personnel Management, Training Management Assistance, and GSA contracts for the last 15 years.

Ms. Nicholls is an active member of ATD and has worked on numerous award-winning projects. Her expertise lies in such areas as developing business development strategies and winning and retaining multi-million-dollar contracts with federal government entities, including GSA, Department of Homeland Security, FAA, Veteran’s Administration, and the Department of Defense. Her experience in all facets of business development, including opportunity identification, strategy, capture, proposal development, teaming, and pricing strategy, gives her a keen insight into what clients need.

Ms. Nicholls holds Bachelor’s degree in English from Dickinson College, Carlisle, PA.

Mark Warack

Vice President, Aviation Support Services

Mark Warack brings a 22-year military career and 12 years’ industry experience managing education and training programs to his new position as vice president of aviation support. He is a retired Lt Col and command pilot (C-130), Joint Qualified Officer, and has completed all levels of officer PME. In addition, he’s experienced as an instructor/evaluator in the plane, the sim, and in the classroom. He has served as an in-residence assistant professor at Joint Forces Staff College, as an adjunct faculty member supporting eSchool OLMP and OLC, and as a commander at the US Air Force Academy. He served as Program Manager for the C-17 TS and B1/B52 CAT/CWD programs, along with the Joint Staff Joint Knowledge online support program.

Mark is a sports enthusiast; he has coached innumerable youth teams in a variety of sports. He serves on the City of Chesapeake Fine Arts Commission and 9/11 memorial committee.

He is an active member in many professional organizations such as Air Force Association, the Airlift/Tanker Association, and Daedalians—a military fraternal order of pilots.

Mark holds a master’s degree in Public Affairs from Central Michigan University and a bachelor’s degree from the U.S. Air Force Academy.

Cody Caddell started at C2 Technologies in 1998 as an intern and one of the first employees in our Oklahoma City office. As the Director of the Digital Transformation, Mr. Caddell leads the transformation of training, education from traditional formats to eLearning platforms, automating business processes using RPA and Bots, the integration of digital technology into all areas of a business resulting in fundamental changes to how companies operate and how they deliver value to customers.

Mr. Caddell is involved in all aspects of program design, development, and production. He is well-versed in the design and development process and the ever-changing standards (SCORM, AICC, Section 508) and technology.  He has worked with many federal agencies as Program Manager, including FDIC, OPM, USAF, BOP/NIC, CDC, FAA, FEMA, and USCIS, and with corporate clientele.

Mr. Caddell has over 20 years of professional experience in course production and Information Technology (IT) application development. In addition to his management skills, he possesses knowledge of various computer-based applications, such as networking, troubleshooting, and digital communications. His studies in Management Information Systems, coupled with his service to diverse corporate clientele, equip Mr. Caddell for a wide range of roles and responsibilities in developing and maintaining workforce training technology. He earned his Bachelor’s degree in Communications from the University of Oklahoma.

Brandon Garner brings over two decades of worldwide experience delivering results at the enterprise level in operations management, immersive learning technologies, training and talent management. As a retired Army Officer, Brandon led a 750+ employee division with $220M in assets on a foundation of integrity and trust. He has performed as a strategic advisor to U.S. Army General officers helping lead operational and cultural change. He is active in many professional organizations such as the National Training & Simulation Association, the Association of the United States Army, U.S. Cavalry & Armor Association, and a founding member of the 66th Armored Association. Brandon holds a Master’s in Education from Liberty University and a bachelor’s degree from the University of Texas at San Antonio.

Deanna Winstead has more than 15 years of leadership and management experience supporting proposal efforts for Federal Government and commercial contracts. As the Director of Proposal Management for C2 Technologies, she develops performance indicators, complies with internal performance metrics and qualitative data using a combination of open-source data and information collected from staff to assess targeted customers. Her proposal efforts have focused on the federal government and civilian programs that primarily provide information technology, training and education, systems engineering, and health IT services. Developing a cloud-based knowledge management repository and overseeing corporate marketing and branding are key components of her skill set.

Dr. Winstead earned her PhD in Research Methodology from George Mason University, a MEd in Educational Psychology with a concentration in assessment, curriculum, and evaluation, and a BA in Psychology. She is a published author in numerous professional social science journals in education, workforce development, school violence prevention, substance abuse prevention, and child abuse and neglect prevention.

Claudia Escribano specializes in the design and development of sophisticated, customized learning solutions to support the growth of leaders in both government and commercial organizations. These blended solutions include Web-based modules, instructor-led training, Webinars, simulations, and performance support. As the Director of Creative Learning Solutions at C2 Technologies, Inc., she develops strategies to boost the creativity and performance of C2’s staff, including monthly learning sessions and annual pitch competitions. As the leader of DCATD’s Leadership Development CoP, she curates content and facilitates learning experiences for leadership development professionals.

Ms. Escribano earned her Bachelor’s degree in Chemistry from Georgetown University, her Publications Specialist Certification from George Washington University, and a Certification in Neurolinguistic Programming from the NLP Institute. In 2020, she earned a Chief Learning Officer professional certificate from George Mason University.

Ravi Garimella is an experienced professional with more than 20 years of demonstrated work history in Programming, eLearning, Section 508, Virtual Reality, Learning Management Systems (LMS), and a Certified Project Manager (PMP) with Government, Commercial, and corporate industries. As the Technical Director at C2 Technologies, he is responsible for the day-to-day operations of the production staff, which includes graphic designers, programmers, 3D modelers, and quality assurance. Mr. Garimella is involved in all aspects of the software development life cycle and is well-versed in SCORM and xAPI. Ravi is mission-focused, responsive, detail-oriented, organized, and customer service-driven with a “can-do” attitude. He has worked as a Project Manager with many Federal agencies and commercial clients.

Mr. Garimella earned his Master’s degree in Education Technology from Bloomsburg University, including certificate courses on Robotic Process Automation (RPA) and Bots.

Raymond Duquette has more than 30 years of experience in the global defense industry. In his position on our Advisory Board, Ray leverages his experience and expertise to support business development and operational decision-making.

Prior to coming to C2, he served as the President and General Manager of CAE USA. Prior to that, he was Vice President of Global Business Development and Vice President of Sales, Marketing & Business Development for CAE USA. In 1989, Ray began his career within the simulation and training industry with Boeing Training Systems & Services, where he held positions of increasing responsibility over 14 years.

Ray served as an active duty U.S. Marine Corps officer and fighter pilot for over ten years and remained active in the Marine Corps Reserves for an additional nineteen years, retiring in 2008 at the rank of Colonel. Ray has a Bachelor of Science in Marketing from Florida State University and an MBA from Texas A&M – Kingsville University.
