Dolly Oberoi is the Co-Founder & Chairman of the Board of C2 Technologies, an online education, training, strategic human capital management and information technology firm, established in 1989. As a pioneer in online education, thought-leader, innovator, and an entrepreneur, Ms. Oberoi has dedicated her company’s mission to improving human performance. Her pioneering work in helping organizations transition from the traditional chalkboard to distributed learning environment and developing transformative enterprise-wide learning and talent management strategies has improved organizational and individual performance.

As an entrepreneur, she has served the industry with distinction in the areas of online education, training and human capital management completing more than 8,000 projects for 120 plus clients, employing 400 employees in more than 22 locations globally, and winning over 150 industry awards including OPM’s Benchmark partner of the year and two-time recipient of Department of Transportation’s Small Business of the year.

She is also the recipient of several international awards, including GovCon’s prestigious Entrepreneur of the Year; Pride of India; E&Y’s Entrepreneur of the Year finalist, Women Who Mean Business; and the prestigious Spencer Logan award.

Ms. Oberoi has spread the seeds of entrepreneurship by mentoring small businesses and has an incubator and an accelerator. She also hosts entrepreneurship Boot camps for women and students.

Ms. Oberoi is published and a frequent speaker at international conferences. She serves on several academic and corporate boards, including the George Mason University Foundation Board of Trustees; Barnard College of Columbia University, Athena Leadership Board; University of Maryland BC, School Education, Board of Advisors; Smithsonian AAPI Board, and TiE Global Board.

Ms. Oberoi is an avid outdoors person having hiked from the Himalayas to the Rockies.

Mr. Curtis Cox co-founded C2 Technologies in 1989. He is a recognized leader and pioneer in the learning and information technologies industries, He is responsible for fueling and managing C2’s explosive growth, building a strong company through long-term investments in infrastructure. Mr. Cox directs the company’s overall business strategy and spends his time in business development, client relations, strategic partnerships, and spearheading funding initiatives Prior to launching C2, Mr. Cox worked for 13 years as a Vice President at General Dynamics, where he led the learning technologies and aviation business in the Washington, DC area and in Oklahoma City. Mr. Cox’s clients include the Department of Transportation (FAA), Department of Defense, and Federal Government. Being an aviator by training, Mr. Cox has rapidly grown C2’s business in the aerospace industry, serving the FAA and USAF since 1986.

He is currently pioneering cutting-edge training solutions for the unmanned systems environment. Mr. Cox actively mentors small businesses and is responsible for rapidly turning them into high-growth firms. He is the co-founder of an incubator and accelerator. He has successfully mentored more than 10 start-ups in the GovCon space and taken them from zero to 20 million dollars in revenue in less than 24 months.

Mr. Cox has distinguished himself as a business leader and has been recognized by Ernst & Young and The Washington Post for his entrepreneurial skills. He has been featured in news articles and on several television networks, including ABC and NBC. He serves on a number of corporate advisory boards, including the Boards of Advisors of George Mason University’s Center of Infrastructure Protection, McKinley Group, Infusion Technologies, Chitra Productions, and Solution Guidance Corporation.

Mr. Cox holds a pilot’s license and a Bachelor’s degree in Computer Science from the University of Dayton, Dayton, OH.

Manik K. Rath has been CEO of C2 Technologies since January 1, 2018, having previously served as its Chief Operating Officer. Before joining C2, Mr. Rath served LMI as Senior Vice President. LMI is a federal IT, human capital and logistics consulting firm headquartered in the Washington, D.C. area with over 1,300 professional consultants, engineers, and employees worldwide. Prior to LMI, he was a co-founder and Vice President of Alion Science and Technology Corporation, a public company that delivers modeling and simulation and state of the art technology solutions to help advance its customers’ readiness.

Mr. Rath has published several articles, spoken at conferences, and has been quoted extensively in national media outlets such as The Washington Post, Investor’s Business Daily, CBS MarketWatch, Chief Executive Magazine, StreetInsider.com and National Law Journal.

Mr. Ruth is responsible for executive oversight and program management of service contracts supporting Department of Defense customers. As the Services Group general manager, he is responsible for effective oversight and management of support contracts and over 200 employees and consultants. Mr. Ruth is also the C2 executive for and co-manager of Aerospace Training Systems Partners, a joint venture established in 2013 between CNI Aviation LLC and C2 Technologies. Prior to coming to C2, he worked for over five years for L-3 Communications as a business development director and led a business development team.
Mr. Ruth is a retired United States Air Force Colonel and rated aviator. He is the Virginia State President of the Air Force Association.
He holds Master’s Degrees from the Naval War College, Newport, RI and Webster University, St Louis, MO.

Ms. Nicholls is Vice President of Federal Solutions for C2 Technologies, Inc., where she oversees the customer relations and business development functions of C2. Ms. Nicholls has over 27 years of experience in the development and delivery of training products and services (including front-end analysis, multimedia, web-based e-learning, mobile applications, and traditional classroom training), as well as customized human capital management solutions (including competency model development, assessment development, and evaluation studies) for both Federal and commercial customers. Ms. Nicholls has served as the Program Manager for the Office of Personnel Management, Training Management Assistance and GSA contracts for the last 15 years.
Ms. Nicholls is an active member of ATD and has worked on numerous award-winning projects.
Ms. Nicholls holds Bachelor’s degree in English from Dickinson College, Carlisle, PA.

Ms. Audrey Williams originally joined C2 Technologies, Inc. in 2012. She has brought more than a decade of broad-range, progressive Human Resources experience to the company. She has a strong background in staffing management, employee relations, benefits, employee engagement and performance management. Ms. Williams is an active member of the Society for Human Resources Management at the national level as well as multiple local chapters. She is also a member of the National Human Resources Association. Ms. Williams has been featured live on Fox 5 News providing tips for individuals seeking employment and navigating the competitive landscape of the job market. She has also been interviewed by local news organizations, contributing valuable information regarding employment trends in the metro DC area over the years.
Ms. Williams holds a Bachelor’s degree in Psychology from Bowling Green State University, Bowling Green, OH.

Melynda Benlemlih is a strategic human capital leader with over 18 years of experience identifying organizational needs in the private, non-profit and federal sectors and applying solutions across the development spectrum. She provides senior project oversight and implementation of key programs in the areas of organizational effectiveness, business process improvement, workforce planning, strategic communication and outreach, change management and leadership development. Her background is in traditional qualitative research; surveys, interviews, observations, focus groups, and developing thematic analyses to inform solutions. Her passion is in designing programs and services that exceed customer and end-user expectations. As a seasoned facilitator and coach, she applies design-thinking methods when developing user tools and redesigning organizations to increase effectiveness and customer services. She received her M.A. from The Ohio State University and is certified in a variety of personality assessment tools and leadership coaching.

LeNaye Willis-Lloyd

LeNaye Willis-Lloyd is an accomplished contracts and procurement executive who works with government contracting professional services firms to develop their contracts management function into an enabler and driver of business strategy.

As a 20-year industry veteran, LeNaye knows that a government contractor’s assets are found in their agreements and contracts, and she believes that one of a contract professional’s primary objectives should be to serve as both a business partner and a problem solver to bring about the most successful business outcomes.

At C2, LeNaye serves as Vice President – Contracts where she leads the contracts organization and oversees company issues related to contracts, subcontracts and procurement for our government and commercial clients.

Before joining C2, LeNaye was the Director of Contracts at the Logistics Management Institute (LMI), which is a not-for-profit consulting firm. While there, she directed a team of contract professionals supporting contract administration, contract formation, and pricing for LMI and its subsidiaries. During her tenure, LeNaye assumed increasingly progressive roles on both the contracts and subcontracts teams and worked on projects with high strategic-corporate impact, including mergers and acquisitions, post-acquisition integration, and international and commercial contracting.

Earlier in her career, LeNaye served in program associate roles at international professional services firms, including Abt Associates and RONCO Consulting Corporation, where she honed her procurement skills on overseas projects for the U.S. Department of State, U.S. Agency for International Development (USAID), and the World Bank

LeNaye was born in Munich, Germany, and proudly grew up in the hills of Berkley, CA. Her educational background includes a B.A. in history from the University of California – Los Angeles, and an M.A. in history from the University of North Carolina at Chapel Hill.

Community outreach—“giving back”—is an important part of C2’s DNA.

C2 has established the non-profit Cox Family Foundation to work with charitable and community organizations, educational
institutions, volunteer and non-governmental organizations worldwide. It supports poverty eradication, public education, public health,
underserved populations, emergency and disaster response, and accessibility of arts and culture to all citizens.

Our staff volunteer their time to work in Third World countries, schools, senior centers, shelters, and religious and community

Donation Matching

Each year, C2 employees make donations for various disasters and causes and C2 matches their donations. In 2010 and 2011, C2 matched employee donations totaling more than $10,000 for the Haiti and Japanese disasters.
