As a thought-leader, innovator, entrepreneur, and pioneer in online training, simulation and modeling, Ms. Oberoi has dedicated her company’s mission to improve human performance. Her pioneering consists of work in helping organizations transition from the traditional chalkboard to electronic learning environments and developing transformative enterprise-wide training and talent management solutions.
As an entrepreneur, she serves the industry with distinction in the areas of online education, modeling, simulation, AR/VR, AI, Machine Learning, Robotics, Data Analytics, and human capital management completing more than 15,000 projects for 150 plus clients, employing 700 employees in more than 22 locations globally, and winning over 150 industry awards, including GovCon entrepreneur of the Year and E&Y.
Ms. Oberoi is also the recipient of several international awards, including Washington Business Journal’s Innovation Award, GovCon’s prestigious Entrepreneur of the Year; Pride of India; E&Y’s Entrepreneur of the Year finalist, Women Who Mean Business, and the prestigious Spencer Logan award.
Ms. Oberoi has spread the seeds of entrepreneurship by mentoring small businesses and has an incubator and an accelerator. She has mentored and grown several companies in the Washington, D.C. area and started annual entrepreneurship Boot camps for women and students.
Ms. Oberoi is published and a frequent speaker at international conferences. Mr. Curtis Cox co-founded C2 Technologies in 1989. He is a recognized leader and pioneer in the learning and information technologies industries, He is responsible for fueling and managing C2’s explosive growth, building a strong company through long-term investments in infrastructure. Mr. Cox directs the company’s overall business strategy and spends his time in business development, client relations, strategic partnerships, and spearheading funding initiatives Prior to launching C2, Mr. Cox worked for 13 years as a Vice President at General Dynamics, where he led the learning technologies and aviation business in the Washington, DC area and in Oklahoma City. Mr. Cox’s clients include the Department of Transportation (FAA), Department of Defense, and Federal Government. Being an aviator by training, Mr. Cox has rapidly grown C2’s business in the aerospace industry, serving the FAA and USAF since 1986.
He is currently pioneering cutting-edge training solutions for the unmanned systems environment. Mr. Cox actively mentors small businesses and is responsible for rapidly turning them into high-growth firms. He is the co-founder of an incubator and accelerator. He has successfully mentored more than 10 start-ups in the GovCon space and taken them from zero to 20 million dollars in revenue in less than 24 months.
Mr. Cox has distinguished himself as a business leader and has been recognized by Ernst & Young and The Washington Post for his entrepreneurial skills. He has been featured in news articles and on several television networks, including ABC and NBC. He serves on a number of corporate advisory boards, including the Boards of Advisors of George Mason University’s Center of Infrastructure Protection, McKinley Group, Infusion Technologies, Chitra Productions, and Solution Guidance Corporation.
Mr. Cox holds a pilot’s license and a Bachelor’s degree in Computer Science from the University of Dayton, Dayton, OH.

Kary Froscheiser brings over 35 years of finance and accounting experience in federal government contracting. In his role at C2 Technologies, Kary manages all finance actives, including banking relationships, accounting, audit, and analysis. He has an in-depth knowledge of complex financial models that support improved financial performance and cash management. Working with the leadership team, we have seen significant growth in the company and look forward to the continued success.
Prior to joining C2, Kary was the controller at INDUS supporting the company through the sale to Tetra Tech. Before this, Kary was Director of Finance for Apptis and Unisys Federal Systems. He holds a B.S. in Finance and Management from the University of Utah.
Kary enjoys golf, running, skiing, and visits from his granddaughter. He inherited some classic cars, which will start up a new hobby. He lives in Herndon, VA with his wife, Angie.

Ms. Nicholls is Vice President of Federal Solutions for C2 Technologies, Inc., where she oversees the customer relations and business development functions of C2. Ms. Nicholls has over 27 years of experience in the development and delivery of training products and services (including front-end analysis, multimedia, web-based e-learning, mobile applications, and traditional classroom training), as well as customized human capital management solutions (including competency model development, assessment development, and evaluation studies) for both Federal and commercial customers. Ms. Nicholls has served as the Program Manager for the Office of Personnel Management, Training Management Assistance and GSA contracts for the last 15 years.
Ms. Nicholls is an active member of ATD and has worked on numerous award-winning projects.
Ms. Nicholls holds Bachelor’s degree in English from Dickinson College, Carlisle, PA.

Mark Warack brings a 22-year military career and 12 years’ industry experience managing education and training programs to his new position as vice president of aviation support. He is a retired Lt Col and command pilot (C-130), Joint Qualified Officer, and has completed all levels of officer PME. In addition, he’s experienced as an instructor/evaluator in the plane, the sim, and in the classroom. He has served as an in-residence assistant professor at Joint Forces Staff College, as an adjunct faculty member supporting eSchool OLMP and OLC, and as a commander at the US Air Force Academy. He served as Program Manager for the C-17 TS and B1/B52 CAT/CWD programs, along with the Joint Staff Joint Knowledge online support program.
Mark is a sports enthusiast; he has coached innumerable youth teams in a variety of sports. He serves on the City of Chesapeake Fine Arts Commission and 9/11 memorial committee.
He is an active member in many professional organizations such as Air Force Association, the Airlift/Tanker Association, and Daedalians—a military fraternal order of pilots.
Mark holds a master’s degree in Public Affairs from Central Michigan University and a bachelor’s degree from the U.S. Air Force Academy.

Mr. Ruth is also the C2 executive for and co-manager of Aerospace Training Systems Partners, a joint venture established in 2013 between CNI Aviation LLC and C2 Technologies. Prior to coming to C2, he worked for over five years for L-3 Communications as a business development director and led a business development team.
Mr. Ruth is a retired United States Air Force Colonel and rated aviator. He is the Virginia State President of the Air Force Association.
He holds Master’s Degrees from the Naval War College, Newport, RI and Webster University, St Louis, MO.
