Competency-Based Workforce Planning

C² worked with NOAA to build a customized approach for competency-based workforce planning. In particular, the project team developed a policy that established general parameters for workforce planning within the Agency, developed a core competency model that describes the capabilities required for successful performance across NOAA, and established a process to identify competency gaps within targeted occupational groups. The process entailed building and validating occupational competency models, establishing proficiency requirements, fielding assessments, identifying gaps, and developing strategies to reduce and eliminate these gaps over time. The project team then conducted the full process for NOAA’s Acquisition workforce, and supported the completion of this process for a series of mission-critical occupations (i.e., Budget Analyst, Fisheries Biologist, Oceanographer, Meteorologist, Hydrologists, Hydrographic Surveyor).
