Project Summary: The Coast Guard Boarding Officer Training is a fully interactive training environment that reduces the time it takes to certify selected reservist boarding officers and is a source of review and refresher training. Training subjects cover many areas, including Coast Guard authority and jurisdiction (afloat and ashore), as well as drug and alien migration interdiction. C² provided a rapid development approach to converting 69 hours of instructor-led portions of the curriculum to W/CBT. The resulting courseware met all requirements of the USCG’s e-Learning Standard Operating Procedures and Standards and Styles Guide; met all technical standards for delivery via USCG Standard Workstation; and was SCORM-conformant and Section 508-compliant. |

Project Summary: The Nuclear Regulatory Commission (NRC) had a need to develop Information Security Awareness Training for all employees on how to identify and safeguard classified information properly. The C² Team conducted a training needs assessment in collaboration with NRC subject matter experts (SMEs); developed standardized templates and navigation for SCORM 1.2 conformance, developed Section 508-compliant and -noncompliant versions; and developed Level 1 web-based training with knowledge checks. CPMS—Constitution Matters Training View Demo >>

Project Summary: C² designed and developed a standalone replacement course emphasizing the importance of the U.S. Constitution to both DoD civilian and military Federal employees. This course replaced an existing course, offering a fresh approach and addressing new content areas. The final course, which is Section 508-compliant and offered in both high-bandwidth and low-bandwidth options, was delivered via the Internet (hosted on the CPMS server) and CD-ROM. |

Project Summary: C² developed this SCORM-conformant, Section 508-compliant course for USAID to help managers be effective and informed consumers of the processes and deliverables of contractors and grantees. To maximize interactivity and enhance skill and knowledge development, the C² Team used instructional strategies such as tutorial instructional layouts, pop-up windows, examples, links to external references, animations, overviews, and summaries. In addition, practice exercises and knowledge checks were used as formative evaluation tools; each was sequenced and purposed to ensure mastery of knowledge which was then tested via assessment of a case study or by requiring decision-making based on documentation or other evidence. |

Project Summary: In alignment with the Federal Government’s e-Government and e-learn initiatives—which encourage agencies to seek new ways to deliver training so that it is timely, cost-effective, and available to every employee—NARA asked C2 to convert 10 hours of ILT to a SCORM 2004-conformant WBT, and to do so on a tight budget and timeline. C2 worked collaboratively with geographically dispersed stakeholders and SMEs to develop the interactive Level 2 training within budget and on time. |

Project Summary: The purpose of this project was to raise awareness, provide technical assistance, and disseminate appropriate health literacy information by the development of a web-based, interactive Health Literacy training program for HRSA healthcare providers and their staff. DSLDP—Senior Leader Development Training |
Project Summary: In 2008, the DoD established the Defense Senior Leader Development Program (DSLDP) as the premier DoD-wide program for developing senior civilian leaders with the full range of capabilities needed to lead people and programs and achieve results across the national security environment. The C2 Team has assisted the Joint Leader Development Division in the formulation of the DSLDP curriculum, which entails a minimum of four to six Defense Senior Leadership seminars over the course of each two-year program, each seminar different in content and focus. In each seminar, DSLDP participants will be provided with a systematic, coordinated approach to professional development, including: attendance at senior-level professional military education (i.e., war college), individual development, and a Defense-focused curriculum offered through a series of specially designed executive development seminars. |

Project Summary: The purpose of Executive Business Course (EBC) is to provide USAF senior leaders the skills critical for success in the Washington Area of Responsibility (AOR). Course participants (a maximum of 35) are at the executive level—i.e., USAF general officers, Senior Executive Service members, colonels, GS-15/PB3, and CMSgts inbound to strategic positions in the Pentagon. The C2 Team designed and developed a learning program that provides the senior leader participants a better understanding of “business” skills in the context of current USAF issues and the Washington AOR perspective, discusses current Air Force issues, and expands the network of Air Force leaders. |

Project Summary: C2 developed an all-hazards exercise-based training course that highlights the importance of comprehensive planning and important relationships that need to be established during a response to an emergency incident involving institutions of higher education. This course provided comprehensive multi-hazard emergency planning methodologies to colleges, universities, and institutions of higher learning, to include sample tabletop exercises to assist with incident response and management; provided learners with a better understanding of the Incident Command System, the multi-agency coordination system, the public information system, communications, and resource management; included realistic exercises to provide a learning environment that explored and refined incident response and management for general response personnel from institutions of high learning; and provided a platform for attendees to return to their respective institutions and refine and validate existing plans and response mechanisms. |

NSPS—Pay for Performance Training | Project Summary: The C2 Team developed and delivered NSPS class sessions for all affected employees of Navy’s NAVAIR and NAVFAC divisions. Courses were instructor-led and covered such topics as Writing NSPS Job Objectives; Self-Assessments, Pay Pools and You; and SMART Objectives Refresher/Coaching sessions. DOE—Performance Management Training

Project Summary: DOE was testing a pay banding system in which within-band pay progression is based on performance; training was needed to provide supervisors and managers the tools to accomplish these tasks, to provide employees with an understanding of the concept of pay for performance, and to help them adapt to the change to a pay-for-performance system. C2 revised the training materials to include DOE-specific examples, guidelines, policies, and requirements, and then delivered a series of training sessions to 2000 Federal workers in the NNSA division to educate and promote the change of performance culture—from task-based to results-based. |

Project Summary: C² developed an innovative, blended training solution for the new bank examiners’ first course. We converted existing classroom training and paper-based pre-course work to an effective combination of self-paced WBT and classroom training with realistic scenarios. The solution reduced the combined pre-training and on-site training from 200 hours to 100 hours. This resulted in a significant return on investment, while maintaining the effectiveness and completeness of the training. CDC—Occupational Competency Needs Assessment and Agency-Wide Training Needs Assessment | Project Summary: C², in collaboration with the CDC University SMEs and stakeholders, conducted an analysis of the competency gaps for three selected occupational series at the CDC, an analysis of competency gaps and a training needs assessment for the CDC responder workforce, and an Agency-wide training needs assessment for the entire CDC workforce. This project resulted in the development of a new methodology to identify and prioritize training needs across CDC and the application of this methodology to identify current training needs within the CDC workforce. It also resulted in revised competency models for four occupational series, the assessment of competency gaps and identification of highest-priority training needs within each occupational series, and the development of a matrix illustrating available training and learning interventions. |

Project Summary: The purpose of this project was to develop an overarching evaluation framework for CDC Corporate University, the National Laboratory Training Network, the CDC Continuing Education program, and the programmatic activities associated with the Strategic Workforce Development Division. TTB—Knowledge Management Portal | Project Summary: C² worked directly with the Alcohol and Tobacco Tax and Trade Bureau’s (TTB’s) knowledge management staff, providing guidance in gathering, shaping, providing context, and delivering knowledge and information in the development of a knowledge management portal for the Bureau and for the constituency it serves. The TTB Internet site traffic logs over the first year following the site redesign showed a 100% increase in use, a very significant indicator that the site was being used heavily and meeting the various users’ needs. The site continues to experience an increase of around 30% in traffic annually. The Bureau has also received significant positive input from industry members. In addition, Bureau requests for additional content and new sections have steadily increased, indicating the internal success of the site. |

Project Summary: C² revised a wide variety of communications tools to develop marketing materials essential to supporting the critical-mission accomplishment of marketing the DCPDS Self-Service HR application to DoD employees. The marketing materials development included development of logos and taglines, PowerPoint presentations, and online and offline toolkits. This marketing effort created awareness, internal acceptance, and adoption of self-service and promoted the benefits of a self-service system through the development of a suite of tools to be deployed at the CPMS and component levels. |

FDIC—PLA Marketing Outreach and Communications | Project Summary: C² assisted FDIC’s Corporate University in marketing its Pilot Professional Learning Account (PLA) Program. The goal of this project was to bring awareness of the new program to all FDIC employees, and to provide direction and instruction on how employees could initiate their participation in it through a new digitized process. As a part of this project, C2 created and used a Strategic and Tactical Outreach and Communication Plan as a roadmap for its marketing effort. Our services include template design, desktop publishing, editing, document translation, Section 508 compliance, and design of brochures, posters, and other printed materials.
Since July 2007 we have produced 13 full-length technical reports and submitted nine more for review. We have also produced updated versions of three Tech Briefs and submitted three more for review. These are public documents, posted on the FMCSA website. Therefore, in addition to quality formatting and compliance with organizational guidelines, they must also comply with the accessibility requirements of Section 508. |
