Senior Vice-President and General Counsel/Chief Contracting Officer
Mr. Sewell is a Contract Management professional with over 30 years’ experience in all aspects of contracts and proposals, negotiations, administration, and guidance, with an emphasis on the U.S. Federal marketplace. Mr. Sewell has a thorough understanding of Federal, state, and local government procurement processes, and of commercial procurement processes, enhanced by considerable knowledge of Federal procurement policies and regulations—including Agency Regulations and Federal Acquisition Regulations, as well as the Uniform Commercial Code.
Mr. Sewell has had extensive negotiating experience at all levels in the Federal Government and in the commercial sector, including major Information Technology acquisitions for hardware, software, and products, as well as Foreign Military Sales. He also has extensive experience in developing and maintaining partnerships, and drafting and negotiating the agreements and documents required to formalize such relationships. On behalf of commercial organizations, he has led and coordinated the response to multiple Federal audits by the Inspector General, GSA, EEOC, and DCAA. He has provided business management oversight and guidance for Contracts, Pricing, and Procurement to numerous Fortune 500 companies, and has supported organizations with annual revenue up to $925M in focusing on professional IT services and products. Mr. Sewell has also been formally trained in performance improvement and quality assurance, and has significant hands-on experience in leading quality action teams and implementing change for several major OEM IT manufacturers.
Mr. Sewell holds an undergraduate degree in English and Political Science from Livingstone College and a Juris Doctorate from Boston College Law School.
